Introduction of new trade sanctions against Russia.

Please see the changes to the Tariff for 21 April 2023.
The UK has introduced additional trade sanctions against Russia. A summary of the changes is provided below. Alternatively, read full details on the additional trade sanctions against Russia.
Imports from Russia
The ban on imports of goods of Russian origin has been extended to cover additional commodity codes within chapters 24, 28, 29, 33, 34, 39, 40, 41, 42, 43, 47, 48, 54, 56, 63, 64, 68, 69, 71, 72, 73, 82, 83, 84, 85, 86, 87, 89, 90 and 94.
Limited exemptions may apply:
- goods that have left Russia before 21 April and cleared customs in UK by 21 May 2023 (9038)
- goods subject to a contract signed before 21 April 2023 with an import licence (9011)
- goods subject to diplomatic bag rules (9022)
- goods with a DBT import licence (9011)
- goods not subject to sanctions (9022)
- iron and steel manufactured in any country that contains iron and steel of Russian origin may be imported into the UK until 30 September 2023 (9022)
Where an exemption does NOT require an import licence, please declare “9022” or “9038”.
These exemptions also apply to goods in customs warehouses, but must clear UK customs by 21 May to be eligible for the exemption without an import licence.
Exports to Russia
The ban on exports of goods to Russia has been extended to cover goods within chapters 27, 28, 29, 44, 47, 56, 63, 68, 70, 72, 73, 76, 84, 85, 87, 90 and 95.
Limited exemptions may apply:
- goods subject to a contract signed before 21 April 2023 (9011)
- goods subject to diplomatic bag rules (9022)
- goods with a DBT export licence (9011)
- goods not subject to sanctions (9022)
Where an exemption does NOT require an export licence, please declare “9022”.
