CAT360 for Brokers, Forwarders & Fast Parcel Operators
Analyse every import declaration you've filed, in minutes, not weeks.
Since 31 March 2026, your CDS reports (formerly MSS) are free to pull from HMRC: every import declaration you've filed, across all your clients, in one file. CAT360 turns them into a tool you can filter and search, so you can review every client's filings and surface the errors and reclaims that manual checks tend to miss.
- Built by the customs consultants at Barbourne Brook
- Used by brokers, forwarders and importers managing over £30bn in customs value
- Post-clearance analysis, not filing software. Keep your declaration filing solution
Free data is the starting point, not the advantage.
Two things changed in 2026, and both are UK-only.
Your CDS reports became free
What started as paid MSS reports is now free, self-service declaration data through the Government Gateway, going back four years. HMRC calls the service 'Get customs data'; the industry calls it TRE. As the declarant, you pull every declaration you've filed, across all your clients, in one report, with no client-by-client permission, because it is your own filing data. Every intermediary received the same access on the same day.
PAS 41201, the Voluntary Standard for Customs Intermediaries
The HMRC-sponsored BSI standard takes effect on 30 June 2026. It asks intermediaries to audit their submitted declarations every quarter, on a sample of at least 5%, with documented results. CAT360 runs that review across every line, not a sample, and keeps the record the standard asks for.
Four years of declarations, across every client, runs to millions of rows. Manual checks and spreadsheets surface the obvious errors; CAT360 is built to find the ones they miss.
Seeing your declarations is not the same as knowing what to fix.
The CDS reports give you the rows, but not the context. The supporting invoice, the classification rationale, the sanctions screen and the FTA preference proof all sit elsewhere, so the rows on their own cannot tell you where a filing went wrong. CAT360 joins your declarations to live tariff, sanctions, FTA and classification data, and shows you, line by line, where the risk and the reclaim sit.
Every declared code, joined to its full Trade Tariff hierarchy, duty position and an AI description of the goods, with a direct link to the commodity's page on the Online Trade Tariff.
Your CDS reports
Import header, import item and import tax lines. Millions of rows.
CAT360 reasoning layer
Joined to tariff, sanctions, FTAs, classification precedent and CDS guidance.
What to act on
Errors to correct, duty to reclaim, evidence to keep. Each line cites its source.
Post-clearance review across your whole book, at a scale manual review can't match.
Review your whole book
Every declaration, every client, in one place. It flags anomalies, duty and VAT that differ from the expected rate, and keeps a post-clearance amendment register.
Find errors across every client
Classification inconsistency across clients, missed FTA preferences, sanctions exposure on declared parties. Every flag cites the legal source and the original declaration line.
Evidence your quality
The PAS 41201 Evidence Pack: a quarterly review record across your declarations, an error and correction log, classification consistency. The documented audit results the standard asks for, ready to hand a client or a regulator.
Turn review into client value
Share a clear post-clearance review with a client as an advisory deliverable. The review the standard expects becomes a service you can offer, rather than an internal cost.
We review filings. We don't file them.
Your filing software submits declarations to HMRC. CAT360 reads what it submitted, after clearance, and tells you what to fix. That's the whole point: we're the layer on top, not a replacement for the tool you file with. Keep Sequoia, CargoWise, Descartes, Langdon DMS or whatever you file with. We will never compete with your filing system, because post-clearance analysis is all we do. They file; we check.
The standard asks you to sample 5%. We review every line.
PAS 41201:2026, the Voluntary Standard for Customs Intermediaries, takes effect on 30 June 2026. Sponsored by HMRC and published by BSI, it asks intermediaries to audit their submitted declarations quarterly on a minimum 5% sample, document the results, and put right their own errors within 90 days at no charge to the client. CAT360 is available now and runs that review across your whole book, every declaration rather than a sample, and produces the documented record from your own filings.

We load your CDS reports
With your permission, we pull your real declarations into CAT360 before the call. Single-tenant, EORI-scoped, and access is revocable at any time.
You see your own errors
We walk your filings live: the anomalies, the reclaim, the classification drift. You decide what to do with it.
Built by customs consultants, not a data vendor.
Barbourne Brook is a customs consultancy first. We built CAT360 because reviewing declarations at scale is difficult to do manually across a book of clients. Every answer cites its legal source and the declaration line it came from, so your team can check the reasoning. It supports their judgement; it does not replace it.
The questions brokers ask.
Questions
How do you get my CDS reports?
You pull your declarant report from HMRC's 'Get customs data' service (the successor to paid MSS reports, also known as TRE), every declaration you've filed across all your clients in one export, and share it with us. Or you authorise us to pull it for you. Because it's your own filing data, you don't need each client's permission. You stay in control, and access is revocable.
Is the review really free?
Yes. The 30-minute review on your own data is free, and there's no obligation to subscribe afterwards.
What does PAS 41201 require?
PAS 41201:2026, the Voluntary Standard for Customs Intermediaries, takes effect on 30 June 2026. Among other things it asks intermediaries to audit their submitted declarations quarterly on a minimum 5% random sample, document the results, tell affected clients within a month, and correct their own errors within 90 days at no charge. CAT360 produces that review record from your own filings.
Is my client data safe?
The architecture is permissioned, single-tenant and EORI-scoped. Your data is yours; we don't pool it.
Does this replace Sequoia, CargoWise, Descartes or Langdon DMS?
No. We sit post-declaration, whatever you file with. Keep filing where you file. CAT360 reviews what was filed.
What does CAT360 cost?
We price against the consultancy hours we replace, not what a data feed costs. Book a review and we'll talk specifics for your book.
Do I need to be AEO?
No. AEO firms tend to get the fastest value because of the volume and complexity they handle, but any intermediary filing on CDS can use it.
